Criteria, Guidelines, and Procedures (CGP) The Criteria, Guidelines and Procedures is LCHIP's operations manual. Combined with the statute, NH RSA chapter 227-M, the CGP constitutes the complete guidance document for all applicants. (July 15, 2011 revised edition)

LCHIP Audit: To assure responsible use and management of the money entrusted to LCHIP by the legislature, and to meet the requirements of the legislation that created LCHIP, RSA 227-M, LCHIP’s books and accounts are audited each year by an independent certified public accountant. To be eligible to submit a request for funding, applicants must do all of the following:
Enroll the projects on the LCHIP LCH Register (provide link),
Attend the grant writing workshop, Wednesday, July 18, 2012. The workshop presentation is here: Workshop PowerPoint Presentation
Submit complete application package no later than noon Friday, September 7, 2012
With total available funds of $500,000, applicants are encouraged to seek no more than $50,000 from LCHIP for historic preservation projects and $150,000 for land conservation projects.
This grant round is possible because some projects were withdrawn, used less money than budgeted or returned funds to LCHIP as project changed.
Funding for LCHIP grants usually come from a $25 fee charged on four document recorded at the Registry of Deeds in every county around the state. (See more about the registry fees in the “Who We Are” section of the website.) However, for fiscal years 2012-2013, income from those fees is being diverted to the state’s General Fund. This income is anticipated to revert to LCHIP as of July 1 2013. Its longer-term future will be determined in the state’s next biennial budget.

Baseline Documentation Form The purpose of Baseline Documentation is to provide documentation of the physical condition and historic character of your resource once the project is completed, to provide a permanent record of the work that was accomplished by your LCHIP grant.

LTA Standards for Historic Resource Applicants
Model Baseline Documentation The purpose of Baseline Documentation is to provide documentation of the physical condition and historic character of your resource once the project is completed, to provide a permanent record of the work that was accomplished by your LCHIP grant.
Model Historic Resource Project Agreement The Project Agreement is the contract between LCHIP and your organization and explains (among other things) the scope of work and the grant disbursement schedule.
Model Term Stewardship Agreement All historic resource projects are required to file a Stewardship Agreement with the County Registry of Deeds. The Stewardship Agreement is a temporary legal restriction on the use, rehabilitation, and preservation of an historic structure.
NH Register of Historical Places Information Information on how to find out if your property is listed on the NH Register of Historic Places or how to list your property and the benefits of listing.
Understanding the DOE Requirement All historic or cultural resources that are seeking LCHIP funding are required to be listed or eligible for either the National Register of Historic Places or the State Register of Historic Places. You may need to request a Determination of Eligibility (DOE) from the NH Division of Historical Resources if your property is not already eligible or listed in the National or State Registers.

Baseline Documentation Report Form Required for all projects, the Baseline Documentation Report provides a snapshot of the condition of the property as of the date the property is protected. It sets the standard against which all future monitoring is measured.

Example of a Conservation Easement LCHIP's standard Conservation Easement (CE) contains all provisions and language required by the statute as well as the CGP. Since each parcel and each landowner is different, the final CE may be somewhat different than this model.

Model Fee Deed LCHIP's standard Fee Deed contains all provisions and language required by the statute as well as the CGP. Since each parcel and each landowner is different, the final Fee Deed may be somewhat different than this model.
Model Natural Resource Project Agreement Required for each project, and usually signed at the project closing, the Project Agreement outlines the basic responsibilities of the applicant(s) after completion of the project.
