For Historic Resource Applicants
Historic preservation endeavors to protect and preserve buildings, structures, districts and sites, which reflect elements of local, state or national history.
Historic preservation not only protects the irreplaceable physical resources in our built environment, but also protects the vitality, quality of life, and sense of place in our communities.
The following information will guide you through the process of applying for an LCHIP historic resource grant and what you must do if you receive a grant. Click each step in the process to expand it for more information. Please download the Guide to Working with LCHIP Forms before you begin.
Applying for an LCHIP Historic Resource Grant
Application materials are updated annually and typically posted by late April. Until that time, materials from the previous year will remain available for reference only. When applying, please make sure you are using materials for the current year.
1. Determine if your organization is eligible
Organizations applying for LCHIP funding must be either a Municipality or other political subdivision of the state of New Hampshire, or be a publicly supported nonprofit corporation exempt from federal income tax under section 501 (c) of the Internal Revenue code. Other interested parties may partner or work with an eligible organization or government entity but may not apply directly to the program.
Applicants are required to read and understand the Criteria Guidelines and Procedures (CGP), LCHIP’s operations manual. The CGP, plus NH RSA 227-M, constitutes the complete guidance document for all applicants.
Organizations applying for LCHIP Historic Resource funding are required to adopt applicable sections of the Land Trust Alliance Standards and Practices.
2. Determine if your project is eligible
LCHIP grant funds may be used for eligible expenses directly related to the study, protection, restoration or rehabilitation of eligible historic resources which are publicly owned, or which are owned by a qualified publicly supported nonprofit corporation.
To apply for LCHIP funding, buildings, structures, lands, features, or archeological sites must be listed or determined eligible for listing on the State or National Register of Historic Places. Documentation of the eligibility or listing of the historic resource must accompany the grant application. To ascertain if your resource is already listed, or to obtain a Determination of Eligibility (DOE), contact the NH Division of Historical Resources at 603-271-3483.
Historic Resource Projects with a Total Project Value of more than $50,000 must be guided by a Historic Building Assessment or Historic Structures Report prepared by preservation professional prior to the submission of the LCHIP grant application. Organizations hoping to submit an application for a project of this size without an assessment or report must contact LCHIP prior to submitting their Project Proposal.
Applicants must be willing to adhere to the Secretary of the Interior Standards for Treatment of Historic Properties. The Standards are historic preservation principles that provide guidance for decision-making about work or changes to a historic property.
3. Attend a Grant Workshop
Attending a Grant Workshop is required for first time applicants and recommended for repeat applicants. If a member of your team has attended a LCHIP Grant Workshop in the past this requirement may be waived. If a new applicant is unable to attend the workshop, they must contact the LCHIP office and obtain a waiver from the Executive Director before the workshop takes place.
Important Update: In response to the COVID-19 pandemic the requirement to attend a workshop has been waived for the 2020 grant round. Careful attention to the proposal instructions document is highly recommended and will strengthen your proposal. 4. Submit an Intent to Apply Form
All organizations planning to submit a Project Proposal must submit a 1-page Intent to Apply Form to firstname.lastname@example.org prior to the submission deadline. Following submission, LCHIP staff will confirm organization and project eligibility. Please download and read the Guide to "Working with LCHIP Forms" prior to working on the Intent to Apply Form or any other application materials.
NOTE: If your project impacts significant natural and cultural resource values please contact LCHIP prior to submitting this form.
5. Submit a Project Proposal
The LCHIP Project Proposal includes the application form and several required attachments. It is strongly recommended that anyone helping to create and assemble the Proposal read the entire instructions document carefully before beginning. The Checklist, Application, and Attachments must be completed according to the instructions, and submitted electronically to LCHIP no later than 5:00 pm, Friday June 26, 2020.
LCHIP’s Decision Making Process
Following submission of Proposals and a brief reading period, LCHIP staff schedule site visits to gain a better understanding of the particular resource or work proposed. Site visits typically take no more than 45- 60 minutes, depending on the size of the property. Following the site visit period, a Review Panel comprised of experts in various elements of historic preservation reviews all Proposals, creates recommendations, and provides input to the Board of Directors, who is responsible for all funding decisions.
If Your Proposal IS NOT Funded – What’s Next?
If a project does not receive LCHIP funding, the applicant will be invited to meet with LCHIP staff to discuss the project and the proposal. The goal of these meetings is to assist applicants to identify ways in which the project or proposal could be strengthened in the future. There is no prohibition against resubmitting an improved Proposal for the project in future LCHIP grant rounds.
If Your Proposal IS Funded
Each organization receiving an LCHIP award is invited to send a representative to the LCHIP Grant Awards Announcement event, to be held shortly after funding decisions are made. Grant recipients are encouraged to publicize and celebrate their success at any time following this official announcement.
accepting and Managing your LCHIP Historic Resource Grant
A Project Agreement is developed by LCHIP in collaboration with the Grant Recipient. It summarizes the obligations of the Grant Recipient and LCHIP, outlines the project’s scope, structure and purpose and should be consistent with the Proposal on which the LCHIP Board of Directors based its funding decision.
To accept the LCHIP Award, an authorized representative of your organization must sign and return this Agreement by the established deadline.
Once accepted, the process for managing and completing Rehabilitation grants and Planning grants is slightly different. Each is described separately.
6. Receive Approval From LCHIP Before Construction Begins
The following documents MUST be approved by LCHIP before any work begins. If an applicant chooses to undertake work to a resource prior to submission and approval of due diligence material and the work is inconsistent with LCHIP requirements, the grant award may be withdrawn.
Model Historic Resource Project Agreement
Work Plan and/or Detailed Scope of Work - These documents describe in detail, the work to be performed. These will be reviewed by LCHIP and the Division of Historical Resources for adherence to the Secretary of the Interior’s Standards. The more detail and description you can provide, the easier and quicker the approval process will be.
Estimated Timeline - A realistic schedule of all work to be completed. LCHIP’s current policy requires historic resource projects to be completed within 24 months of the award date.
Documentation of Match Funds - You must provide documentation that all of the matching funds for your project have been secured. Acceptable documentation may be bank statements, treasurer's reports, award letters from other grants, or statements from in-kind donors of the approximate value of their donation.
Contractor List - Provide the names of the individuals or firms that will work on the project. If the contractors have not been identified yet, please indicate that, and indicate when you hope to decide.
Draft Stewardship Plan - You are required to submit a stewardship plan that will be reviewed (and must be approved) by LCHIP and the Division of Historical Resources.
Land Trust Alliance Standards - If you have not yet adopted the applicable Land Trust Alliance Standards, you must submit documentation of adoption prior to the disbursement of the first grant payment.
7. First Payment
Following a successful submission and review of the due diligence materials, 50% of the grant award may be released.
8. Mid-Point Review/Second Payment
When the contractor or consultant notifies LCHIP that the project is 50% complete, LCHIP will conduct a mid-point project review. Following a satisfactory review, 30% of the grant award may be released.
9. Submit Final Project Documentation
When all work has been completed the final site visit will be scheduled. At this time final project documentation must be submitted to LCHIP for review and approval.
Baseline Documentation Report - The purpose of Baseline Documentation is to provide documentation of the physical condition and historic character of your resource at the time the project is completed and to provide a permanent record of the work that was accomplished by your LCHIP grant. The baseline documentation is an integral part of the stewardship of your resource. A good, thorough Baseline Documentation will aid in review and approval of possible future alterations to the building.
Final Budget Worksheet - This Excel spreadsheet provided by LCHIP should list all project costs and sources of funding and will serve as final documentation of all matching sources, including cash and non-cash.
Stewardship Agreement - LCHIP will provide the Stewardship Agreement required for your project. The Grant Recipient must record the signed Stewardship Agreement at the County Registry of Deeds and submit a copy of the recorded agreement to LCHIP.
10. Final Payment
When all required final project documentation has been reviewed and approved, and a copy of the recorded Stewardship Agreement has been submitted to LCHIP, the final disbursement can be made.
11. Carry Out Required Stewardship Obligations
Grant Recipients are required to submit an annual monitoring report for the established term of the Stewardship Agreement (5, 10, 15, 20 years) or in perpetuity, outlining all work done on the resource during the previous year and work proposed for the coming year. Reports are due to LCHIP no later than December 31 of each year.

The following documents must be approved by LCHIP before any work begins. If an applicant chooses to undertake work to a resource prior to submission and approval of due diligence material and the work is inconsistent with LCHIP requirements, the grant award may be withdrawn.
Plans and/or Detailed Scope of Work - This is a detailed description of what will be included in the Study (It may be identical to the project RFP.)
Estimated Timeline - A realistic schedule of all work to be completed. LCHIP’s current policy requires Historic Resource projects to be completed within 24 months of the award date.
Documentation of Match Funds - You must provide documentation that all of the matching funds for your project have been secured. Acceptable documentation may be bank statements, treasurer's reports, award letters from other grant sources, or statements from in-kind donors of the approximate value of their donation.
List of Consultant(s) - Provide the names of the individuals or firms that will work on the project. If the consultants have not yet been identified, please indicate when your decision will be made.
7. First Payment
Following successful submission and approval of due diligence materials, 50% of the grant award may be released.
8. Submit Draft Report
You must submit a draft version of the report by the consultant(s) to LCHIP for review. Revisions must be incorporated to respond to any LCHIP concerns.
9. Final Payment
The remaining 50% of the grant will be disbursed after the final report has been presented to and approved by LCHIP for consistency with the approved scope of work.
